Library Card Benefits in Orange County
An OC Public Libraries (OCPL) card is free for California residents, and it covers a lot more than borrowing books. Library card benefits include museum and state park passes, streaming movies and music, eBooks, Wi-Fi hotspots, Chromebooks and online classes. Here’s what an OCPL card includes, who can get one, and which other Orange County library systems issue their own cards.

Who Can Get a Library Card in Orange County
OCPL runs 29 library locations across Orange County. A full-service card is free to anyone who lives in California and shows valid ID. Kids under 18 can apply online too; a parent or guardian shows photo ID and takes responsibility for the card. If you register online, the card expires after 30 days unless you bring government-issued photo ID to any branch. Start with the online library card application.
Orange County residents can also sign up for an eCard online and get a card number by email right away. It unlocks eBooks, audiobooks, streaming and online learning, but it can’t be used to borrow physical items, place holds or use library computers. If you already have a full card, you don’t need an eCard.
Library Systems Outside OCPL
Several Orange County cities and districts run their own libraries, and each one issues its own card. These systems list the following card rules:

Irvine’s libraries (Heritage Park, University Park and Katie Wheeler) moved from OCPL to the city-run Irvine Public Library in 2025 and early 2026, so you need a separate Irvine card to borrow there. Your OCPL card still works at every OCPL branch. Details are in OCPL’s Irvine transition FAQ.
Free Museum Passes With Discover & Go
Discover & Go lets OCPL cardholders reserve free or reduced-price passes to local museums, theaters and attractions. It’s open to Orange County residents 18 and older with a full-privileges card in good standing. eCards, internet-only cards and temporary cards don’t qualify.
- You can hold two active reservations at a time.
- Reserve up to three months ahead. New passes are released on the first of each month.
- Print or download your pass shortly before your visit, and bring photo ID that matches the name on the pass. Once a pass is printed or downloaded, it can’t be canceled.
- Each attraction decides how many people a pass admits, so read the pass details.

Free California State Parks Pass
Every OCPL branch lends the California State Library Parks Pass. It covers day-use entry for one passenger vehicle (up to nine people) or one motorcycle at more than 200 participating state parks. Place a hold like any other item. Each person can borrow one pass at a time for three weeks, with no renewals.
The pass doesn’t cover camping, tours, museum entry, boat use, special events or extra vehicles. It also isn’t accepted at parks run by federal or local agencies, private operators or concessionaires. OCPL says the program is funded through December 31, 2026. Other library systems lend the pass too, under their own rules; LA County Library, for example, lends it for two weeks. Free Streaming, eBooks & Music
- Kanopy: stream films, documentaries and TV series from curated collections, including Kanopy Kids.
- Libby by OverDrive: borrow eBooks, audiobooks and magazines, up to 10 at a time per card. In the U.S., you can also send eBooks to a Kindle.
- Hoopla: movies, TV, music, eBooks, audiobooks and comics, with up to six borrows a month.
- Freegal: unlimited music streaming plus five song downloads a week.
- Blackstone Unlimited: audiobooks you can borrow without joining a waitlist.
- PressReader: thousands of newspapers and magazines in their original print layout, including The Economist.
The free MyOCPL app stores a digital copy of your card and lets you search the catalog, place holds, renew items and send print jobs.
Library of Things: Hotspots, Chromebooks, Tools & Games
OCPL’s Library of Things lends much more than books. It includes backpack kits, book club kits, board games, Chromebooks, Wi-Fi hotspots, kitchen tools, tech gadgets, tools, musical instruments, garden tools, outdoor gear, toys and craft supplies. The collection is at every OCPL branch; search the catalog to see what a branch has.
You need a full-privileges card in good standing, and you must be 18 or older for many categories, including Chromebooks, tools, kitchen tools and musical instruments. Hotspots and Chromebooks are limited to one per card. See the Library of Things page for details.
Computers, Wi-Fi & Cloud Printing
Every OCPL branch has public internet computers. You’ll need a valid OCPL library card, and sessions are reserved in one-hour blocks: up to two sessions a day, or four hours in total with extensions. Wi-Fi is available inside the libraries, and the library’s wireless network is filtered. See the technology usage policy and internet policy.
Cloud printing lets you send documents from a laptop, phone or email and release them at a branch print kiosk with your card number. Black-and-white letter-size printing costs $0.15 a page.
Learning, Research & World Languages
OCPL’s digital resources list includes dozens of free databases. Highlights include:
- Homework help: live online tutoring from Brainfuse HelpNow (daily, 1–10 p.m.), plus Britannica School and Gale and ProQuest research databases.
- Test prep: Peterson’s Test & Career Prep (SAT, ACT, GED, U.S. citizenship and more), Khan Academy SAT practice, and California DMV practice tests.
- Languages: Mango, with more than 70 languages, including ESL.
- Online courses: Universal Class, with more than 500 continuing education courses.
- Business and investing: Data Axle and Value Line.
- Genealogy and local history: Ancestry Library Edition, HeritageQuest, Fold3, OC Stories, OC Surf Stories and Little Saigon Stories.
- News: the Los Angeles Times, New York Times access passes, and the OC Register archive through Newsbank.
- Car repair: Chilton repair guides.

Career Online High School
Adults 19 and older who live in Orange County can earn an accredited high school diploma online through OCPL, along with a career certificate. Classes are online with help from instructors and academic coaches, and students have up to 18 months to finish. You need a library account in good standing. See Career Online High School.
World Language Collections
Many branches carry books, audiobooks, movies, music and periodicals in Arabic, Chinese, French, German, Hindi, Italian, Japanese, Korean, Persian, Russian, Spanish, Tagalog and Vietnamese. Libby has world-language titles too, and collections vary by branch. See World Language Materials.
Books by Mail & Services for Older Adults
Books by Mail sends books, audiobooks on CD and DVDs to Orange County residents who can’t get to the library because of a disability, long-term illness or lack of transportation. Patrons can have two items out at a time for three weeks, and delivery and returns go through the U.S. Postal Service at no charge. If a friend or caregiver can visit a branch for you, a Homebound card allows up to 20 items. OCPL’s Older Adults page lists more resources.

Who can get an OC Public Libraries card?

What’s the difference between an OCPL card and an eCard?
A full card lets you borrow physical items, place holds, use library computers and access digital resources. An eCard is for Orange County residents and covers only online resources such as eBooks, streaming and databases.
Can I use my OCPL card at Irvine libraries?
No. Irvine’s three libraries are now run by the City of Irvine as the Irvine Public Library, which issues its own free card. Heritage Park and University Park moved over in July 2025, and Katie Wheeler followed in January 2026. Your OCPL card still works at all OCPL branches.
How do Discover & Go museum passes work?
Orange County residents 18 and older with a full OCPL card log in to Discover & Go, choose an attraction and date, and print or download the pass. You can hold two reservations at a time and book up to three months ahead.
How do I borrow a California State Parks pass?
Place a hold on the pass in the OCPL catalog or ask at any branch. It lends for three weeks with no renewals and covers day-use parking for one vehicle at participating state parks.
Does OCPL charge late fines?
No. OCPL doesn’t charge overdue fines, but items not returned 30 days after the due date are billed at replacement cost. Returning the item cancels the bill.
Can I have more than one library card?
Yes. Each library system issues its own card, and several, including LA County Library and the Orange County city libraries listed above, offer free cards to California residents. Each card works only within its own system.
